You might see something like below in the toolbar of your confluence page. So if you would like to make bullet points then you would probably click on below highlighted option. This will create the main bullet points.

But what if you would like to further add bullet points under main bullet points. Then you can't use the above highlighted option as clicking on it again would switch off the bullet points. So, in that case you should use the indentation to add sub bullet points under main bullet points. To be precise, you have to enable inward indentation by clicking on indent option to add the sub bullet points as highlighted below.

Then if you want to return to main bullet point from sub bullet points then click on outdent option as shown below.

In a similar fashion, if you want to add another level of bullet points under sub bullet points in a nested from then you have to make use of same indent option as explained above.
